Whalley Pilgrims

We've all heard of Pilgrims Cross in the middle of Holcombe Moor which has been a resting place for pilgrims for 1000 years, but why did they take such an awkward route and where did they come from ?
A thought which has recently come to me is that in the absence of good roads and imperfect way finding they would very likely have come up the roman road to Affetside Cross which, assuming a community existed there, would have provided shelter and a great view across to the valley of the Red Brook which cuts deeply into the middle of Holcombe Moor and acts as a great sighting point to the next marker at Pilgrims Cross.
Just a theory that's occurred to me but interesting, you may agree.
